Lord Friedrich Oberlin is the Lord Director of HAPSIS, the Imperial Contact Division, and the director of Operation Gnomon. He has risen over decades from a junior logothete of Legion Intelligence to the most senior intelligence post in the Sollan Empire, where he serves as one of Hadrian's most durable protectors within the Imperial apparatus. Two hundred forty-seven years old by his cells, he is a small, thin man with liver-spotted skin, patchy white hair, drooping eyes, and a forgettable face -- the same deliberate drabness that made him indispensable as a young intelligence officer. He is dying of cancer with fewer than five years to live, walks with a silver-tipped cane, and is cared for by his secretary Lascaris. He has family on Forum, including grandchildren.

Oberlin first encounters Hadrian as a young logothete at the Gododdin mission briefing on Forum, de-escalating tensions with Director Lorcan Breathnach and delivering convoy loss intelligence. At the subsequent inquest, he advocates for diplomacy with rival Cielcin clans. During a Chantry-linked interrogation, he leaves Hadrian a covert warning note sealed with the pitchfork-and-pentacle glyph of Father Carax's medallion -- identifying Breathnach as an assassin and alerting Hadrian to a planted daimon -- an act that marks him as a long-standing secret believer in Hadrian's cause. He later rises to Director and reports the catastrophic fall of Marinus to the Cielcin.

As Director of HAPSIS, Oberlin briefs Hadrian on the Watchers: higher-dimensional creatures of pure force, studied for nearly three thousand years, with one previously destroyed on Nairi. He championed Hadrian's recruitment to the Emperor, recommended enlisting the Irchtani for Operation Gnomon, and revealed that Breathnach was behind the knife-missile attack that nearly killed Valka. He also quietly argued against multiple assassination plots against Hadrian within the Imperial Council.

On the Operation Gnomon mission, Oberlin refuses to descend to the planet surface for medical reasons and conducts briefings from orbit. He promises Hadrian personally that he will protect Cassandra. He is later found murdered in his cabin aboard the Rhea, killed by a knife-missile left by the mission's saboteur -- the same weapon type he had once warned Hadrian about. Hadrian covers his body and reflects that all his earlier frustration with the spymaster had given way entirely to gratitude.
