Zhivay

Zhivay is an interim Consul of Arslan, a settlement in the Rustam Barony whose previous government was destroyed when the Cielcin sacked Suren. He established himself as the de facto authority in the aftermath, though according to Samir, the Holy Terran Chantry effectively controls Zhivay, making the Chantry the true power behind the ostensible rulership of what remains of the barony.
