Velan Dorr

Velan Dorr is the Governor-General of Colchis who receives Hadrian and Valka upon their surrender. A broad-shouldered man with a yellow beard, he is a veteran of service on Athyras and keeps mementos of that posting in his office.

Dorr treats Hadrian and Valka as guests rather than prisoners, refusing to bind them or permit the Holy Terran Chantry to subject them to the Question. He hosts them in the governor's apartments for three months of debriefings before Imperial orders -- urged by Magnarch Venantian -- direct him to send them to Nessus under escort aboard the Ascalon.
