Ruan Insen

Ruan is a Commandant and director of Gododdin's orbital station, a position Hadrian dismisses as little more than a glorified dockmaster. Round-faced and perpetually ill-tempered, he participates in the Fort Din command briefing as a holograph projection from orbit. He objects to Hadrian's two-week deadline for assembling a convoy, citing the difficulty of sourcing ships, fuel, and resources, but Hadrian overrules him. He reports that twenty cohorts of troops -- survivors from Bargovrin -- are available in orbital storage.
