Ragama, also called the Judicator, is a supernatural entity encountered by Hadrian at the end of time in the ruins of a temple in Llesu. He is a servant of the Unmade, distinct in purpose from the Watchers, and describes himself as one who has kept his oath. He identifies Ushara as his brother, made to tend certain stars, while his own function differs. Each entity of his kind is an island unto himself, neither growing nor reproducing.
Ragama is a shapeshifter capable of appearing in multiple places simultaneously and shifting between several distinct forms: a curly-haired boy of about ten or twelve with pale blue eyes; a strong-jawed man resembling a Grecian hero in a patched gray robe; a luminous woman in a gown like pale fire with silver hair; and a towering giant in golden armor bearing a device of three interlocking triangles within a circle. He speaks in two voices at once and is fluent in Cielcin.
Ragama acts as a testing figure in Hadrian's encounter at Llesu. He uses blazing light to force Ushara to speak her true name and be expelled from Hadrian's mind, then offers Hadrian the choice to destroy the Quiet's egg and free himself from his destiny. When Hadrian cannot bring himself to smash the egg, Ragama declares he has passed the test and seals the encounter by driving a blazing iron spike from within himself into Hadrian's heart as a rite of renewal.
