Lord Qiu Zhihao, formerly of the Wong-Hopper Consortium, serves as Master of Finance on the High Court of Latarra. He speaks with the accents of the Mandari plutocrats and carries himself with impassive composure. During deliberations over Hadrian's presence on Latarra, he proposes both handing Hadrian to the Chantry as a show of faith and bartering him to the Imperials -- pragmatic, politically expedient options that are rejected by Hadrian, Lord Black, and Lady Ardahael.
