White District

The White District is the upper, wealthy quarter of Borosevo on Emesh, named for the lime-washed bulwark that separates it from the lower city known as Belows. It sits at approximately fifty feet above sea level, clustering around the base of the count's palace ziggurat. Its residents include patricians, offworld plutocrats, guild factionarii, important businessmen, local celebrities, and gladiators. The Chantry sanctum — a copper-domed building with a large raised plaza — and its attendant brutalist concrete bastille are located in the White District, connected to the lower city by a bridge. Beggars are not tolerated in the White District except on the day of the High Litany. Storm drains cut into the side of the bulwark open onto canals roughly twenty feet below, serving as makeshift shelter for the destitute of Borosevo's streets.
