Tolbaran

Tolbaran is a city on the southern continent of Anshar on Emesh, originally founded by Norman settlers of the Norman United Fellowship of Emesh. It was captured during the Imperial annexation — a decade-long struggle between the Norman freeholders and three massed Imperial Legions under Lord Armand, the first Count Mataro — and now serves as the seat of Lord Perun Veisi, the Archon who governs the continent. Tolbaran is described as the old capital from before House Mataro took the planet, now left largely to molder.
