Belows

Belows is the lower district of Borosevo on Emesh, lying beneath the lime-washed bulwark of the White District. It is a warren of canals and low buildings with rooftop gardens, home to the city's poor and working class. Flophouses in Belows offer a night's lodging for a few silver kaspum. In contrast to the White District above, which excludes beggars and the destitute except on specific holy days, Belows is where those without papers, money, or connections are forced to survive.
