Peter Habsburg

Peter Habsburg is the Lord Minister of Works on the Imperial Council and a member of the Lions faction. He takes a sympathetic interest in Hadrian, encouraging his prospective appointment to the Council and suggesting that Lord Cassian Powers ought to retire -- with Hadrian as the natural replacement. His earlier friction with Hadrian over chain of command gives way to quiet support: he witnesses Hadrian's confrontation with Augustin Bourbon after a Council session and marks the exchange with a gentle salute.
