Lena Balem

Lena Balem is the factionarius of the Meidua chapter of the Delian Miners' Guild. She is a woman with a prematurely aging face, deep-set muddy eyes, a weak chin, rough complexion, and yellow teeth — a plain, common plebeian appearance she makes no effort to conceal. She smokes gene-tailored, lung-safe cigarettes during negotiations, using them as a discomfiting social weapon, and her desk and office are cheap and cluttered.
As factionarius, Balem manages the Guild's accounts and operations on Delos. She has genuine concern for her workers: radiation suits are dangerously old, adequate electron-shielded hazard suits cost roughly ten thousand marks per outfit, and 120,000 marks could equip a dozen new crews. The Guild suffered losses in a failed Consortium deal and received only a refinery crawler and a couple of drills as partial compensation, leaving some shafts still operating with hand equipment. When Hadrian presents her with a money-laundering arrangement — a public contract for 150,000 marks alongside a private parallel contract returning 20,000 marks to him on an untraceable universal card — she initially refuses, calling it laundering. Hadrian coerces her acceptance by threatening to blame a hacking incident on her if she refuses, knowing his palatine name will be believed over hers. She accepts, and Hadrian leaves with 20,000 marks on a universal card. Despite her position and legal standing in contract matters, factionarii like Balem are at a structural disadvantage against palatine lords in any competing dispute.
