Laban

Laban is an aging legionnaire identified as the soldier who fired the shot that ignited the Catraeth riot. Security footage shows he shot a woman who had climbed the perimeter fence at his post. When brought before Hadrian aboard ship to account for his actions, he explains he had standing orders to shoot anyone who entered the road, that he anticipated the crowd would breach the fence, and insists he would not have fired had he known it would set the city ablaze. Hadrian finds no evidence of payment or coercion and releases him.
