Haren Bulsara

Lord Haren Bulsara is the Director of the Imperial Colonial Office and a senior member of the Emperor's court. Though not openly hostile to Hadrian, he prefers tidiness and order and was far from pleased by Hadrian's return to imperial favor.

Bulsara's discomfort with Hadrian becomes explicit when the two clash in the imperial war room: Bulsara argues that Hadrian should surrender to the Cielcin xenobites on the grounds that their terms are reasonable and that Hadrian is only one man. The Emperor overrules him. When Cielcin forces attack, Bulsara finds himself thrust into combat for the first time. He accompanies the group evacuating Duchess Valavar to the launch bays, visibly shaken -- pale and trembling beneath his heavy mustache as he steps over fallen Cielcin bodies. Hadrian separates him from the Duchess, routing him onto a different transport to distribute survivors across multiple ships.
