Genseric Hulle

Genseric Hulle is the governor-general of Sabratha, a provincial administrator whom Hadrian had previously regarded as bland and unremarkable. Following the Cielcin assault on Sabratha -- which devastated Williamtown and resulted in thousands of Sabrathans being taken to the worldship Rugubur -- Hulle appears at Hadrian's bedside during his recovery, visibly broken by the catastrophe. He assents to Hadrian's demand that the site of Phanamhara be annihilated, and weeps upon hearing Hadrian's recommendation that Sabratha be abandoned entirely, the desert world having been his home and his charge for over a century. He places the bulk cruiser ISV Gadelica at Hadrian's disposal to carry the survivors home.
